H. Kemp, whose record of service as set out in the Hongkong
Civil Service List I have the honour to enclose. Mr. Kemp
held the post of Assistant Secretary to the Sanitary
Board from the 11th. January, 1904 until the 1st. of
August in the same year when he was appointed Deputy
Registrar and Appraiser of the Supreme Court, a position
which he now holds. Mr. Kemp is, in my opinion, well
qualified for the post of Head of the Sanitary Department,
in which his legal training would be of great service, and
confidently recommend him to Your Lordship.

To succeed Mr. Kemp as Deputy
Registrar, I submit to Your Lordship the name of Mr. J. R. ...
Wood, Assistant Land Officer for the Southern District of
the New Territories, who has studied law while on leave in
England and is now acting as Second Police Magistrate
with success: while to succeed Mr. Wood as Assistant Land
Officer, I recommend Mr. G. N. Orme, Passed Cadet with
nearly seven years' service, who is well qualified as he
has already acted in that capacity. I enclose the record of
both Officers as given in the Hongkong Civil Service List.

As my recommendation that Mr.
Wood should take the place of Mr. Kemp involves a change in
the Staff of the Supreme Court, I am consulting the Chier
Justice
